2. Littering? Oh heavens no
The price for having a city cleaner than Atlantis? A chance of getting fined/ charged for littering. This is especially serious to cigarette butts – NEA has to only be in the right place at the right time (and you, wrong place wrong time) for you to be slapped with a heavy fine.
